The circular competence matrix describes the competences and skills that the experts participating in circular procurement processes should have, both on the side of clients and providers. The circular competence matrix enables the understanding of the situation and competence needs both for the circular ordering process itself and for the optimization of cooperation with other circular ordering stakeholders.
How do we build a matrix?
The knowledge from the existing literature and the EU public procurement competence framework is taken as a basis, upgraded with the contributions of public procurement actors (both providers and clients) from South eastern Slovenia, in order to ensure an understanding of possible peculiarities of the local and wider regional environment.
The Competence Evaluation Report takes the form of a self-assessment environment through which circular procurement professionals and organizations can assess their level of competence and organizational maturity in the various competencies defined in the Competency Matrix.
Why the report?
Firstly, it is a purely practical tool that can be used by organizations concerned with their “level of readiness” for public procurement. Secondly, the tool will be used when we design trainings within the Innovation Centre for Green and Circular Public Procurement.
