Identification of similar actors

Public contracting authorities in Slovenia often face lack of time time, of (expert) knowledge and information about products / services / solutions that are available on the market. That is why it is important to know how to find appropriate help and thus ensure that our public procurement reaches the highest possible standards of sustainability, so that we ensure an efficient use of public procurement with the selection of appropriate products or service through a purchase which meets ours needs .

Whenever possible, we suggest connecting contracting authorities aiming to exchange experiences or toventure for public procurement together:

in the same line of business (procurement of objects that are typical for some activity – e.g. toys in kindergartens, computer equipment in schools, medical accessories in hospitals;
in the same local community or region (due to an increase in the range of orders – e.g. electricity, office accessories, hygienic paper, office furniture etc.).

In Slovenia there are cases when the contracting authorities enabled more favorable conditions for the procurement by staying connected ( e.g common public procurement). Nevertheless, it's more probable that potential suppliers on the market stay more motivated to develop environmentally efficient and sustainable solutions ( e.g. closing the material loop, reuse of secondary raw materials etc.), if they get a signal from the market that there are more potential contracting authorities.

Connecting can be formal or informal. Potential partners (either contracting authorities or providers ) can be found with the help of organizations, chambers, associations or locally via municipality or the development center in your community. Some of the organizations and local communities are already very active in this field and organize different events and trainings. If there are no similar events where you live, you can appeal to your own municipality or the chamber and specify your initiative to establish of these kind of activities.

Concrete example JN003683/2021 and JN004160/2023: KEMSO or Communal material cycle: The municipality of Novo mesto and municipal public institutions create a joint green and circular JN for the supply of environmentally friendly toilet paper, where providers are encouraged to establish a material cycle of locally collected packaging and recycled hygienic paper of paper.
