Pre-tender Phase: Part 1
Identification of the needs represents a crucial first step at the preparation of circular public orders.
After the identification of the needs, the following step is oriented to consider the extent to which the pre-existing resources already contribute to meeting the new needs or, respectively, how will our decision for public procurement influence the resources.
Motivating can be done through legal requirements or through non-normal motivation of the contractors and other stakeholders.
One of the main goals of public procurement is to ensure that the funds are spent economically. In order for the public procurement to be more efficient and more sustainable, we must encourage the public contracting authorities to be connected, and to exchange their practices and experiences.
Circular economy emphasizes that functionality is more important than ownership. Consequently, this reflection is focused on utility that we need and whether we can acquire it without transmission of ownership ( i.e. purchase ), using other options ( e.g. leasing, shared use, etc.).
In addition to considering the impact of a public procurement on the existing resources, it is necessary to ask also about the options that are related to the object of the potential new purchase.
The public sector has great purchasing power and can significantly contribute to the achievement of sustainable goals - environmental, social and financial with its purchasing decisions, as investments in sustainability also bring savings in the long term. How can we make PP more sustainable?
Joint public procurement can increase the economy and efficiency of the use of budget funds and relieve the work for public servants who work on public procurement. However, clients must be careful not to reduce competition on the market by executing joint orders.
