Analysis of planned orders

On the one hand, the analysis of orders for a 12-month period is important so that there is no fragmentation of public orders when this is not appropriate, which in turn can also bring positive effects from the point of view of environmental effects (e.g. a one-time order potentially also means a one-time transport).

For the purpose of assessing threshold values, the concept of similar (identical) goods is understood as products intended for the same or similar use, such as, for example, the supply of different types of food or different pieces of office furniture. Normally, an economic operator active in the field in question would likely supply such goods as part of its normal range of products. Thus, in the event that the customer, for example, concluded a contract for the maintenance of the purchased equipment, not only the maintenance services, but also the value of the purchase of the equipment should be considered as an order. Services constitute a single order if they have a single goal and are closely spatially, economically and functionally connected. Services or goods can be of the same "type" if they are normally available from the same provider, and it is also important that the services or goods are of a similar nature (Directive 2014/24/EU).
