Pre-tender Phase: Part 2

Market analysis and market validation

Market analysis becomes particularly relevant in circular public procurement processes; it allows us not only to identify what is available on the market but also to gather information on innovative ways to meet needs and to determine which actors can contribute with innovative perspectives.

Collaboration with market actors

The purpose of engaging market actors is to ensure a timely and inclusive two-way flow of information, which serves not only the preparation of tender documentation but also the consideration of how the principles of circular procurement can be operationalized within the public procurement process.

Expert dialogue: Invitation and reporting

The client can conduct a professional dialogue for the purpose of obtaining information beforehand.

Analysis of existing public procurements

A useful source of information are public procurements already published (by us and other clients), with the aim of increasing the probability of a successful public procurement.

Idea generation

Generating ideas by verifying good practices. Good practices are of particular importance in areas such as circular public procurement. Some are available in various compilations and reports, others can be contacted, for example, when communicating with related organizations, at meetings or workshops.

Closing material loop or secondary raw material?

We have to answer the question, can I satisfy my need in a circular way? Public procurement can be a good way to introduce innovation. Innovations are the key driver of sustainable development, economic growth and resilience.

Identification of potential cost types

Identifying potential types of costs throughout the product life cycle is a key step in the process of estimating and managing costs. We can use e.g. LCC analysis. The purpose of this method is to provide a comprehensive view of all costs, not just those that are evident in the initial stages of purchase or production.

Consideration of the use of the subject

The public contracting authority can order a product that is designed according to the principles of the circular economy - this means that it will also take into account the maintenance and return of the product after the end of use. In this way, we extend the life of products and at the same time reduce the amount of generated waste.

Analysis of planned orders

The step is intended for the analysis of planned orders - orders of the same type in the current year or 12-month period.

Reflection on the publication of informative notice

The contracting authority can announce its intention in relation to the planned public procurement in the general area by publishing a preliminary information notice, which can also have a signaling function.

Internal communication and internal motivation

For the successful and efficient implementation of green, circular and innovative public procurement, in addition to personal (internal) motivation, employees in the public sector need clearly expressed management support and access to appropriate resources and tools (including training, workshops).
