Internal communication and internal motivation

If we want to increase the share of green, circular and innovative public procurement, management in the organization/company must offer clear support to employees, especially those working in the field of public procurement.

Working with public procurement is extremely complex and demanding, so it is important that employees involved in these processes have clearly expressed support from management and the collective.

Effective mechanisms by which managers can support their employees in the introduction of green, circular and innovative public procurement are:

• increasing competences (education, workshops, exchange of practices) and encouraging civil servants to include environmental and social criteria and/or criteria in public procurement;
• provision of legal security (e.g. in the case of complaints from non-selected providers or in audit procedures);
• promotion of strategic public procurement (eg annual or even multi-year plan of planned public procurement at the level of the organization);
• joint public ordering – connecting with other organizations in the local community or wider when ordering similar products, which can represent a significant workload relief for employees;
• development and use of smart tools to support public procurement processes (including the e-procurement portal).

Ministries (MJU and MOPE) organize a number of free educational contents with the aim of professionalizing and raising the competences of employees working in the field of public procurement.

In the Innovative Center, we will monitor the needs of public clients and take care of the implementation of trainings with the aim of increasing the level of general and professional knowledge in the field of public procurement. Training will be organized in a meaningful way, both for public clients and providers, for whom it is equally important to familiarize themselves with the requirements and expectations of the market and with public procurement legislation.
