Conclusion on the start of the procedure

According to Article 66 of ZJN-3, after calculating the estimated value of the public contract, the client can start the process of awarding the public contract. The contracting authority can start the procedure with a decision on the initiation of the procedure, in which it indicates the source and volume of funds intended for the execution of the public contract. If the client does not accept the decision to start the procedure, before publishing the invitation to participate or sending the invitation to confirm interest or the invitation to negotiations, the source and amount of funds intended for the execution of the public contract must be documented in another appropriate way.

In practice, the decision is still used, it is a document documenting the source and extent of funds. This is important to be aware of at the beginning of the process. This amount cannot be changed after receiving the bids, as this could affect the admissibility/inadmissibility of the bids (that is, bids that exceed the guaranteed funds are inadmissible).
