In the e-JN system, the public opening of bids takes place automatically. The documents or information that will be disclosed at the public opening of bids represent the content of the minutes on the opening of bids, and The contracting authorities do not need to prepare or serve the (special) minutes on the opening of bids to bidders, as these data and documents will be visible in the e-JN system until of the completion of the public procurement procedure (validity). The record of the opening can be generated for the bidder in the form of a document and contains automatic display of information about the names of the bidders who submitted the bid, information on whether it is a variant bid (if applicable) and the total bid value of each individual bid. By clicking on the ""Print record of opening"" button, the basic information about the public procurement, the list of bidders, the time of submission of each bid and the total bid value of each bid will be displayed to the bidder. By clicking on an individual provider, in addition to its total offer value, the document that was submitted in the ""Preliminary invoice"" section and information on whether it is a variant offer are displayed. In the case of negotiations, this section also displays the total offer value of each individual negotiated offer. These data or documents are visible until the completion of the submission process of this order. Contracting authorities do not need to additionally send the tender opening minutes to the tenderers who submitted the tender. ZJN-3 requires the service of the minutes on the opening of bids to the bidders present at the opening, but it is sent to those who are not present. However, the purpose of service or sending minutes informing bidders about who submitted a bid and what their bid price is, and therefore, given the method of opening bids and ensuring unrestricted access to these documents, additional sending of minutes on opening bids would mean additional unnecessary administration. If, however, the contracting authority still (additionally) wants to provide the bidders with information that was published at the public opening of bids and that the participating bidders already have, he can do so as well, but this means duplicating information or documents that are already available to bidders in to the e-JN system. The contracting authority can also see the data included in the automatic public opening of bids in the e-JN system throughout the public procurement process and for six months after the procurement. The contracting authority must transfer the documents from the e-JN system to his computer no later than six months after the completion of the order in order to use the documents at a later date.
